
The Canberra Strategic Transport Model (CSTM) is a travel demand forecasting and transport planning tool used by the ACT Government to evaluate future transport network performance and assess the feasibility of potential upgrades. The model enables scenario testing across variables such as land use, public transport fares, parking fees, and fuel costs. The Stage Two update expanded the scope of the model to include assessments of typical weekday travel, revised projections for 2026, 2031, and 2041, and introduced new forecasts for 2036, 2046, and 2051. Enhancements also included updates to the multi-modal network — covering private vehicles, walking, cycling, public transport, and freight — as well as service frequencies, land use data, and updated cost parameters.
The Judging Panel commended the advice provided to enhance the accuracy and forward-looking capability of the CSTM, ensuring it is better equipped to guide future transport infrastructure planning and investment in Canberra. The Panel recognised the addition of new metrics and improvements to the model’s reflection of daily transport operations, which provide greater clarity and enable more informed decision-making for future infrastructure development
